OK. I have installed this firmware and I have got 240/19Mbps of 250/20Mbps, but I need to ssh to router and use:
Known problem.

Thanks Tapper and Ispy for your responses,

It was an update from 1.9.x (23//7/16). Have tried the OpenWRT Failsafe, but no luck. Next step would be going via serial recovery, which is getting too advanced for me.

The upgrade (from stock) for the WR1043ND V3 went smoothly.

"Just wanted to validate that the latest release that is hosted on MEGA dated 9/27 for the WRT1900ACS is actually using a mlwifi driver from January?

root@Gargoyle:~# opkg list-installed | grep mwlwifi
kmod-mwlwifi - 3.18.29+10.3.0.16-20160105-1-dd82cf9b70c14c271861002a5df1ad7f


I would be surprised we would be using one from so long ago. But also then again, devices in my house seem to be working pretty good so far as well. Was hoping maybe to get a couple lines on this. It would be much appreciated as to understand the logic behind it."

QoS upload problem due to Kernel version.?does it fixed?
Is the kernel updated from 1.9.1?

Layer 7 isn't a kernel issue.
And it is still broken.

Quotas is the great implementation of Gargoyle. Reallly
But
How can i Use Quotas with DHCP IPs.
can it not be used With IDs instead of IPs.

You can use MAC/IP binding (the DHCP will allways assign the same IP to the PC with the specific MAC address) and then use quota for the IP (range of IP's) you want.
