I am really impressed with Gargoyle QOS capabilities , but i am facing a small problem i cannot understand .

My target is the following :
Default Service Class : Fast
If Connection bytes exceed 256 kb : Normal
If Connection bytes exceed 1024 kb : Slow
Except
For League of legends (Port: 5000-5500) its always : Game
For Skype its always : VOIP
For Bittorrent its always : Slow
But while watching the Current Connections List , I have noticed that for any Connection when the Download Classification Changes , the Upload State always change to the Same Classification , despite it didn't reach its quota at the Upload , its a minor problem for me , but i just want to learn why ?
Another question , if two Conflict rules are existed , the above rule has a higher priority than the lower one , is it true ?

In case the bytes refers to the total bytes in both directions. So yes both upload and download are changed.
Rules are processed in the order that they appear and stops at the first match.
