If you ping exceeds the level set in the active congestion controller, it will shape your connection to get latency under control.
Looking at your connection, you have VERY high latency. ACC is just doing what it is supposed to do.

From a low speed, if your link demands it, AND your latency is under control, it will allow it to speed up again.
If your connection is garbage, there's nothing that can be done except for turning it off and living with it.

The only suggestions I have would be to try to disable that minRTT setting in the Priority service class so ACC isn't as harsh with ping times.

Since your ping time is high, try using the default ping target instead of 1.1.1.1 to see if that makes a difference.
QoS Tip: Don't complicate your QoS settings. Gargoyle evenly splits available bandwidth between active devices as needed. Just delete all your classification rules and leave only one normal service class and you're done. No more arguing over bandwidth.

Problem solved

Alone, change the ping destination.

The rest, I still use it as shown in the screenshots.

An IPV6 connection can be dialed using DSCP

iptables -t mangle -A PREROUTING -p tcp -s 2800:484:3f7b:XXX:c9fd:XXXX:XXac:fa1b -j DSCP --set-dscp-class AF11
iptables -t mangle -A POSTROUTING -p tcp -d 2800:484:3f7b:XXXX:c9fd:XXXXX:XXac:fa1b -j DSCP --set-dscp-class AF11

I use this and it doesn't work

If you have ACC on it may be reducing your speed to maintain latency at acceptable levels.
But your device is not fast enough for much more than 100-125mbps anyway.
