Did you do a gpkg update first?
Regardless, even if you do find the kmod to install, it is going to complain about it being built for the wrong kernel.
You will need to custom compile this for yourself.

If you are able to get it into a fail safe mode and ssh in, then you should be able to use SCP to move a sysupgrade file into /tmp and run the sysupgrade from there.
For tftp, your ip should be 192.168.0.66, not .1.66
