This is not possible in this mode. You must set the speed limit on the main router.

This feature does not work anymore due to encryption (HTTPS).

You don't do anything wrong. In this mode, Gargoyle does not monitor because data is passing through and NAT is not performed. Monitoring is done using iptables and is not done, for example, with packet capture.
