The most basic thing to do is to connect your Gargoyle router directly to your modem. This will give you access to all the great features of Gargoyle. Please show screen shot of your upload page while the problem is happening.
Also, on the download page show the ACC section while the problem is happening. Please make sure ACC is enabled and that the ping target is appropriate. Try 8.8.8.8 as your ping target as well.

Your problem is on the upload side.

Without digging into the code, does the custom ping target handle URLs rather than IP addresses? qosmom requires an IP address and I pretty sure the web interface also does.
