The modem is set to (Up/Down) [kbps/kbps]:1279 / 17661
I will setup router for about 1100 / 17000 and see what happens.

If you did I think you will see that you are not correctly classifying because your download rule is wrong. Normally on download we use the destination IP and on upload the source IP. You have source IP on both. You are correct. I changed destination IP for my Host IP and now I can see rule in acti...
