Break your goals down into 2 parts. 1. Limit iPad speed to 400kbps I would use a QoS rule. Usb 3.0 speeds are basically completed negated by the fact you have a very slow processor dealing with it.

Your download rule is mixed up. You want the source port to be "9987", not the destination port. Give that a go and see
