This isn't correct firmware image for upgrading, if you are using TP-Link WR1043ND router. You can already use quota settings to set this up. Use Quota Is Active option.

Yes, it is possible as far as I know.Here in Aus, we have split quotas of Peak & Off peak with our satellite internet. Is it possible to setup Peak & Off Peak quotas for same IP's but different times?

Yes, it is possible.
EDIT: I missed the part, where OP said he wants to use password/username combination to manage quotas. This isn't possible, so look into post by pbix.

Which firmware image are you using to upgrade? Might be worth trying to upgrade on different web browser.
