I bought a $20 GL.iNET GL-MT300N-V2 from Amazon. I bought it after I saw I could flash it to Gargoyle using the Polish Gargoyle PL image (one click to switch to English). I was having this issue in 1.10 more than 1.11. What fixed it for me was changing my ACC ping target to 1.1.1.1 (Cloudflare's DNS).

Leaving it to my ISP seems to break ACC at times (and I use a big ISP in the US; Comcast). It's almost as if pings to Comcast IP are exempt from speed cap because the ping remains low even when the line gets saturated.
