I think I have it working now, I hadn't read the article properly and didn't spot the two options for 'macfilter' or 'macpolicy' depending on the chipset.
All seems to be working as hoped now.

I scoured all the UI options for MAC filtering, but I suspect because I am running in repeater mode, I do not have those options available.

Blacklist devices
I have a TPLink WA850RE as an extender running latest gargoyle and I want to be able to blacklist a device so it cannot connect to this extender. I've followed the instructions from here: https://forum.openwrt.org/viewtopic.php?id=13660 But the device still connects... so is it possible to blacklist...

Both extenders are now running gargoyle and successfully connecting to the router AP.
