Safe? Probably... Will it actually free flash space? Not if they were included in the original Gargoyle firmware image, because the files are in the SquashFS part of the flash not the overlay file system. If you want to reduce the firmware footprint you'd need to build a custom image, or try a 1.13...

It's not about DFS. The wifi driver for that device always reports a TX speed of 6mbps even though it is much higher in reality. It is a limitation of the driver. I had the same question/doubt when switching to PPPoE, and solved it by following this guide. See if that's also your case.
