SOLVED: I was using nodogsplash and forgot that nodgosplash handles it's own firewall I edited the nodogsplash.conf file instead and now it works.

I have two Buffalo WZR-HP-AG300H routers there aren't connected to each other or anything, only 1 is powered on at any given time. I'm trying to figure out how to limit access to the router to only one IP/Mac, via the web and ssh. I tried playing with restrictions but completely screwed up the route...

I had to use separate subnet to allow nodogsplash to work correctly. If I left my private and guest on the same network and setup nodogsplash gateway interface to that off the guest network it wouldn't work, traffic from guest network was routed to internet without seeing splash. I mean that if I select the rule applies to: All individual hosts not explicitly xxx for the guest network(192.168.2.0/27) after applying the higher quota rule: 'These hosts' to my private network (192.168.1.0/24) then the quotas have no effect at all on the guest network.
