Thanks for the ideas. The only comment I will make is regarding the ACC simplification idea. Fundamentally your CPU is overloaded. This means that nothing on the router should be expected to work correctly. QoS requires considerable CPU power to handle high traffic flow. On the other hand ACC itself...

Your DSL modem should have a web page. They often also collect statistics on the data passing through the modem. I would suggest comparing this data to what is recorded by Gargoyle and your provider. MinBW is always enforce, there is no one second lag on the upload side. The minBW setting is not specified in %. Why not tell us what you set it to when you tried?
