Tip: You need to try a couple of times to catch the correct timing
and wouldn't it be enough to hold a 10s reset button? This would delete the configuration and the router will default to.

So if ping works, try GUI http://192.168.1.1 or https://192.168.1.1 or https://192.168.1.1:3001 If it doesn't work - so you changed your login settings incorrectly and in your case it's better to reset it to default and start over from scratch. O.K.
So it looks like you have a bad configuration, or you accidentally turned off your DHCP server.

One more try before reset to default.

Set Manual Configuration on PC:
IP: 192.168.1.101
Mask: 255.255.255.0
Gateway: 192.168.1.1
DNS: 192.168.1.1

Try if you get a ping answer:

This address (169.254.116.208) will pop up if the network does not get IP from DHCP.
Is Gargoyle in default? or have you already set it up?

This IP address (192.254.116.208) is a public IP from your ISP and is not the IP address that Gargoyle would assign you.

More confusion. When I plug the viasat cable into the wan socket I get a red light and one green light and no internet service. When I put it back into the lan socket, I get the red and both greens.
