I did some testing and cannot duplicate the problem. Rogue IPs are always blocked for me.
Tested on version 1.4.6 (broadcom)
15 fixed IPs assigned - outside of DHCP range
Tested a fixed IP both within and outside the DHCP range, both were blocked from internet (but not from local)

I can't answer your other questions, but antenna polarisation is not something you can change with software. It is determined by physical characteristics and orientation of an antenna. Does the VoIP router have LAN (not WAN) ports? If so, try plugging one of it's LAN ports into one of your Gargoyle router's LAN ports, This will mean your Gargoyle router is doing the routing, and the VoIP router part is bypassed. Tested again with latest 1.3.9 without any luck.
Whatever changed between 1.3.1 and 1.3.2 has broken it for this wireless card.

You're using the Gargoyle router just as a switch. You need to disable routing in your modem (ie. bridge it) then use Gargoyle to do the routing.
