Do i need to have QoS enabled for gargoyles bandwidth per IP sharing system to work?

I have a 25/5 connection and while its decent, downloads still can make things feel slow. Basically all i want are downloads to be given the lowest priority. I don't wanna have to go to every pc in the house and manually limit downloads on their programs id prefer to just do it all from the router i...

I have read the QoS documentation and the gamers one, but they only explain making the rules for one person. If more than one person is playing online games on the same network and sometimes the same game how can i modify these rules to fit that specific scenario?

For this setting in QoS download and upload, do i put the number shown in my modems webpage or the number shown from a speedtest? The modem one is slightly higher.
