Just a little convenience idea when building a lot of rules that are similar.

When the secondary edit page comes up on the quota rules, it could show a third option below to "close and save changes as a new rule"

What I suggest is a little more flexible because each house can use Gargoyle to divide up Quota and Bandwidth between users within the house while your main router would handle the contention between houses.
