CPU usage displays as 0.00

Have been wondering why my CPU usage amounts almost invariably read 0.00 even though the router was working quite hard. Just had a look and tried to generate some CPU usage, and managed to put some on there, but it seems the issue is that the GUI doesn't count all kinds of CPU usage as CPU usage.

Gui Output:
CPU Load Averages:0.02 / 0.01 / 0.00 (1/5/15 minutes)

Top Output:
CPU: 0% usr 0% sys 0% nic 77% idle 0% io 0% irq 22% sirq

Perhaps it'd be good if we can count anything that's not "idle" as "used" as that 22% servicing interrupts for routing counted under sirq isn't available to do other work...?

Any thoughts, or am I thinking about this in totally the wrong way?

The Gargoyle GUI outputs the contents of /proc/loadavg so your beef is with the Linux OS types when it comes to defining what is 'load'.
