qos-gargoyle 1.9.1 depends on ip instead of ip-full (while 1.7.1 depends on ip-full, not ip). If I remove ip (opkg remove ip --forece-depends) then install ip-full, would QOS still work?

I think it won't if you do it the way you describe.
But if you were to recompile an image with that change it would probably be ok.
