Usually they just require a country header to be present in the firmware.
LEDE currently handles this.
The FCC do not require manufacturers to block 3rd party firmware.

Of course the FCC don't require them too but I'm not talking about the FCC I'm talking about the TP-Link company.

I see.
The background on this issue is that the FCC released a statement which caused panic amongst the manufacturers and caused some of them to lock down their products.
The FCC has since clarified their position.
You should be able to flash the latest LEDE source, and then downgrade to gargoyle.

I never hear of LEDE is there a guide to downgrade LEDE so I can use gargoyle.

LEDE is essentially openwrt.
You would need to compile a version with LUCI and then use the interface to upgrade (downgrade) to Gargoyle.
