Setting router up

New to this. Just trying to install my router. I have a ethernet cord to the router trying to do the 192.168.1.1 and it doesn't go anywhere?
Which port on the router did you plug in to?
And do you have a static IP set on your computer?
And of course; the router is on and fully booted yes?
