"Enforce DHCP assignments" replaces "Block MAC addresses assigned a
static IP that connect from a different IP" by using /tmp/dhcp.leases
rather than /etc/ethers to construct the iptables rule

we need both dhcp leases and ethers when doing lease mismatch check, as this accounts for hosts that are not conneced but assigned an ip when the firewall first comes up
