Two WR1043ND - different hardware versions, transfer setting

I've got two WR1043ND routers. Both on version 1.8.0 Gargoyle. One, currently in use is a 1.6 hardware revision. The other is a 2.1 version hardware.
Now I know the etc/config/network file isn't the same between the two, but I want to transfer all the firewall, dhcp, dnsmasq, qos, wireless settings and bandwidth history from one to the other.
How can I do this?
Is it simply a matter of copying the file sytem of the 1.6 to the 2.1 excluding the network file? Anything else to watch out for?
A backup and restore doesn't work for me as the 2.1 machine ends up in a loop.

You can copy paste correct.
Firewall, DHCP, dnsmasq, QOS are all ok.
Network and wireless definitely not. Port configure will be different and wireless interface will change. Probably the cause of the boot loops.

So everything from /tmp /usr and from etc and etc/config just the qos, dhcp, dnsmasq and what else?
Where are quotas?

I wouldn't recommend "everything" from tmp and usr.
/usr/data holds the quotas I believe.
Nothing held in /tmp that you need that I can think of. It's cleared on reboot anyway.

So it seems to get the firewall rules, quotas settings, dhcp allocations and qos.
But when I'm trying to look at old bandwidth it never seems to show the old data. I really don't want to lose this history.
