Did I set QOS properly?

Here's what I did.
I activated both QOS up and down and used 85% of my bandwith for the values asked for.
Then I created a bandwidth class called Ryan with allowed speed limits of 0-1024 kbps. It shows up in the QOS Download service classes.
THen I used the tools to assign Ryan's mac to a static IP of 192.168.0.238 (which was the one DHCP had handed him.)
I added a new classification rule with just the destination IP then used Add rule then save changes.
After about 15 minutes of monitoring I see everywhere I can, graphs ,bars, etc. that Ryan has used 0% but I know he's running a torrent at 2-300k.
What have I missed? Do I need to reboot the router?
Oh, I also have ACC turned on.
