ACC problem with some isp's

I use an isp that randomly drops icmp ping during peak. I have checked to make sure its not the connection itself dropping as I don't see any bandwidth gaps during a ping timeout. I have tried various ping targets as well as my providers gateway and it still happens. The problem with this is it artificially lowers the maximum bandwidth available. It would be good if we had an option to ignore ping timeouts.
