use router as Extender and also use data allowance

Hello Everyone,
as my title stays a little bit
what i'm looking for is
currently my isp provide 200MBPS speed which is equivalent to 25MB /sec. download speed.
whenever I connect my pc directly using LAN Port through my modem router,I get the 25MB /sec. speed and the whole household products get a good speed too...
then my friend started to stay with us in the basement and he's using my internet but I don't want him to use all my bandwidth so I ended up buying a TP-link router (WDR-3600) and I installed gargoyle on it.
I could control his bandwidth with the data allowance of 20GB a week.
but that way my speed drops to 2.5MB /sec. I tried so many things .. including set up the QOS and the priorties and all the things I could find..
I also tried just connecting the tp link to my modem and only connecting my pc using LAN and nothing else... I still was unable to get speed more than 10MB /sec.
So the conclusion I came to was that my router isn't good enough for speed and I don't wanna take risk buying a $200 router for test.
So my question is Can I somehow co-combine the router to my modem so I'm connected through the ISP Modem router ...getting my speed and he can connect through the TPLink ...and also keep the data allowance active for him.
may be acting the router as an extender or something.
