I want to setup gargoyle on a router for gaming on my pc. Now, when i allocate say, 50% of my 4Mpbs speed onto my gaming pc, does that allocation disable when i shutdown my PC?

Correct. The allocation is only active when the PC requests it.

Also. Depending on how you set it up, the other devices will have access to that bandwidth at the same time if the gaming PC doesn't require it at that time. But if it requests the full 50% then it will slow everyone else.

Cause when i shutdown my pc i want the full speed for my phone since 400 kb/s is only just enough to watch stuff in 720p..
