Question on quotas

Is it possible to do so, that when put quotas on some site, what always one was represented and the same page? (For example: At there is not access you to to it to the site!!!)

And yet it would be desirable to know. Today called at a shop and there is wifi, but for that what would be connected to him it is needed to open a browser and accede to the rules of using the free internet. It was written in rules, that the internet is given only on 30 minutes.
