WhiteList not allowing HTTPS

I found old threads on this issue but nothing recent.
I am blocking everything but can't seem to get any https: sites back with the whitelist and really can't see a way about it.
Any ideas appreciated.
I did try this but it did not work out.
A. I blocked "all but" and added the following url https://google.com
This did not work as planned and allowed every https:// sites to be unblocked.
