QoS ACC doubt

Hello there,

I read the documentation but i still think that maybe i didn't understand it well... So... Please tell if i'm right...

The ACC will work when the ping response it get is higher than the usual (so it thinks the link is loaded), then it slows down your internet for some small amount.
For example: if i have a 10mb link, when i'm downloading at full speed, the ACC will get higher ping response, then it will limit you link at around 8mb, so you will get some space in your link and lower ping.

This is what i understood, could tell me if am i right?

That is my understanding. And it does quite a good job of it.
