The ISP will not necessarily hand out a new IP address on every new connection from the same client if the original address is still available and valid.
Underneath, the ISP is still operating a (very large) DHCP pool. You're just authenticating over PPPoE.
When pppd goes down i believe it reports uptime. Can you try comparing this to the reported uptime from gargoyle (before it is reset to zero of course).
