Capping bandwidth per device/MAC/IP address - Please help!

We have decent internet speeds where we live, but our cable modem bandwidth cap is not enough and I have a few questions below…
1. Will Bandwidth caps via device/MAC/IP address resolve the issue of going over our allotted usage each month from our ISP?
2. Will the router simply drop the packets coming from the external website if they flood in too fast for the bandwidth cap set for the node? Thus meaning the external website will have to resend the packets, which will result in increased usage?
3. Assuming a site/video service does not check your connection for the purpose of playback quality, how can a bandwidth cap between my daughters iPad mini and our local WLAN router play a role in limiting bandwidth, since the connection between the external website and router is not limited?
4. The biggest issue is that I have twin autistic 6 year old daughters who love to watch youtube videos on their iPads… and since there is no way to set the quality of said videos, I’m under the strong suspicion that youtube is checking our connection, and then pushing down a far higher quality video then my daughters need… resulting in our usage reaching it’s max before the end of the month.
