QOS/Quota/Shaping?

Hi everyone,
I'm looking to buy a new router (WNDR3800) to use with Gargoyle.
I currently have a Billion 7800VDPX, it's a modem/router - it also has QOS but doesn't seem to work. Apparently, the network needs to be fully congested for it to work.
The problem is, I have a lot of devices connected to my network, and if 1-2 people stream youtube for eg, then my PC lags quite a lot. However, I don't think youtube will use the full 13mbps (thats my connection download rate) but my download speed usually maxes at 1mb/s download - so then QOS won't kick in.
So what I wan't is to limit the download rate for each device group.
My current groups are something like
g1 - 192.168.1.1 to 192.168.1.10
g2 - 11 to 20
g3 - 21 to 30
g4 - 31 to 40
Each group may have 3 devices (phones, tablets, mac/pc)
and I use their mac address to set their IP so theyre always the same
What I want to do is limit the download rate for each group with DIFFERENT values, so maybe for example:
g1 : 2mb/s
g2 : 2mb/s
g3: 4mb/s
g4 : 5mb/s
I'm not technical so assuming my connection speed is 13mb/s or so, that should add up right?
So do I limit my 'connection download rate' or do I limit my 'actual download rate (1mbps)' ?
If it was download rate, it would be something like
g1 : 200kb/s
g2 : 200kb/s
g3 : 400kb/s
g4 : 500kb/s
I've been reading these forums and have seen most things about 'QOS/quota/shaping,
But I'm worried that if I use QOS, it just won't work how I want it to just like my 7800VDPX, I don't want to buy a new router since I'm kinda broke and for it to not work as intended.
However, this has 'quota' and 'shaping' which I don't think I currently have..
But I don't need anything with 'quota' I just want to 'shape' ALWAYS and diff values (so not setting the same universal shaping to all devices/group)
I read people saying to have a quota of for eg 500mb, then it will shape. But I want it to always be on.
And I don't really need 'QOS' because if shaping works like how I think it's supposed to, then there's no point of QOS right if everyone's already limited

So my question is, is what I want to do possible with the Netgear router and Gargoyle?
Is shaping what I want to do?
Would I be shaping actual download speed, or the download connection rate for each device/ip group
Would I need to set up QOS or Quota if all I want is shaping?
Would really appreciate if I can get things cleared up before I go ahead with the purchase.
'QOS' doesn't really seem to work and would really love a proper fix
