4G Router connection to Gargoyle Router

My present home office network is as follows:
Internet connection: 4G (limited to 70GB - 1x 50GB SIM + 1x 20GB SIM)
(This is considerably better than any land based connection in my area)
Modem / router: Huawei B593 providing WLAN and LAN connection into my homeplug network
Phone: VOIP using the same 4G connection
During some months the 70Gb is used by download etc leaving me without a phone and also upsetting those users who haven't downloaded excessively.
It seems that one way to resolve this is to use a router with Gargoyle installed as this provides a quota management by IP address facility.
Is this correct?
How to set this up is the question?
My Huawei isn't a Gargoyle supported router - unless someone knows otherwise?
Therefore my present idea is to connect the Huawei to a Gargoyle compatible router (TP-Link TL-WDR3600 seems a good candidate).
Will this work? Any tips?
Should I connect LAN to LAN or LAN to WAN? I think the former as I only need one network IP address.
An ideal solution would be a dual SIM 4G router that supports Gargoyle!!!
Any other ideas?
