Maybe switch from Popups to Layers for Tablet compatibility

Greetings,
I found the old thread from years ago about making a "mobile" UI. I don't think that really necessary anymore given the full feature nature of Tablets and smartphones. The current UI appears just fine on my Nexus 7 (2012).
However, the browser popups can be a challenge since most everyone like myself have them turned off by default.
I'm not a UX programmer by any means, but couldn't the popups be replaced by using a Layer (much like modern ad popups) instead so the Gargoyle UI is more Tablet friendly?
I wouldn't suspect that would a dramatic overhaul and everyone is running a modern browser now given the deprecation of older Firefox, Chrome, Safari and IE.
