OpenVPN setup help

Hi,
I’m trying to setup an OpenVPN server but I can’t seem to connect remotely from either my iPhone or laptop.
I’m using wireless 3G internet for both client and server .
I tested a connection when on the local LAN connecting to 192.168.1.1 and that works perfect.
TP Link 1043nd v1
Gargoyle version - 1.6.1
Dynamic DNS - freedns.afraid.org
Router WAN internet connection 3G USB dongle Telstra
Laptop and iPhone internet connections Telstra 3G through iPhone
When I force an update on the Dynamic DNS gargoyle page it shows the same IP on the freedns.afraid.org page that I get if I Google search my IP (101.173.42.166) but it is different from the WAN IP on the Gargoyle status page (10.65.28.164).
Logs for both the laptop and iPhone shows it connecting to the 10.65.28.164 IP ?
iPhone status is “waiting for server”.
Laptop log “UDPv4 link remote 10.65.28.164:1194” and after 60 seconds fails.
Do I need to setup port forwards?
Do you think it could be because I’m using 3G internet on the router?
I have attached an image of some screenshots of my settings.
