Multiple router setup

I need to run two TP-LINK WDR3600/Gargoyle v1.6.1 routers from one exede satellite modem. I need to use bandwidth quotas and hope to use QoS to allow users to share equally. I have been running both routers off a switch connected to the satellite modem but understand that is not ideal. Recently after a modem firmware upgrade we have many connection problems. Can anyone recommend a topology and set-up that will allow individual quotas and hopefully QoS?
