Quota reset: twice a day?

I've been lobbying our network-mates to get your router, and I think we're almost there.

We have a satellite isp that has a daily limit of 475mb and 5 hours a day of unlimited usage (11pm-4am pst)
Apologies if this is a repeat question ( I did search)

We would need to reset quotas at 11pm with no restrictions and again at 4am with about 90mb for each person for the day.

If two resets aren't possible, maybe restrictions could be lifted for those 5 hours. Or maybe we could set up a separate ip range for those hours.

One other deal-breaker I have to get past is that switching between static and dynamic on portable devices might be too much trouble for some of us.

There may be more questions (hope not). Will re-canvass once these ones are answered.
