Quota Problems TPLink

I have a TPLink WDR-3600 and I'm runnin 1.5.11 and I'm having problems with the bandwidth quota's.... I am in a situation where I need to limit some of my heavy users.... Once the quota's are reached per ip it does not throttle the bandwidth... however if I set the quota to drop internet traffic totally that will work... I have read a few other posts on here with a bug similar and tried the workarounds suggested with no luck... any ideas?
