Would ACC QOS benefit routers behind Gargoyle?

I'm trying out a hotspot firmware (Zappie which unfortunately runs on White Russian so I can't add Gargoyle as a package. Our ADSL1 connection is very variable here, ranging from about 3Mbps down to 512kbps or so at peak times (presumably congestion on our local Conklin exchange which I assume has 2x E1 lines bonded as backhaul). Gargoyle's Active Congestion Controller sounds like just the thing for our connection. Would it be of any benefit though to run it in front of another router? Or would the downstream router just run into the same problem without it's own intelligent QOS divvying up whatever the currently available speed was?

Gargoyle would provide value in the configuration you describe.
