Limit network user to use dedicated data ( 10GB cap lock)

Hi, i have a 100gb plain from my ISP over EVO (14mb download 5.5upload) device and we have 4 users including me. currently im using device with 3g router TP-Link MR3220 to distribute internet over wifi for windows platforms and android smart phones, this router can limit bandwidth but not able to limit user to specific data usage limitation. For Example i want to set limit 15GB, 20GB, 30GB for children respectively and remain for parents. So a user cannot use more then its allowed data limit. Kindly help me out if there is a solution or a router to include in my network which can support this function for home use. thanks in advance.

Quotas will do this but please read the Wiki and search other threads on this subject as it has been discussed many many times.

it also leads me to bandwidth control function.. a link according to my case will be a good restart and also help full for other. Mostly people discussed quotas as bandwidth. i know about quotas, what i dont! how can i do it on my router.. or which router support this function? thanks for the reply.
