On other custom firmwares, setting your download bandwidth to 0 essentially doesnt cap your useable bandwidth, but keeps all QOS rules in place. Is this the same for Gargoyle?

Setting your download bandwidth to zero would disable your download link entirely. No QoS can work without an accurate entry for download bandwidth.
