Limit download/upload to port

Hello,
I have a router across the street that is connected to my router at home (a Netgear WNDR3700-100PES). The router across the street is used by students that rent our apartments. Now, we are sharing our connection with them (don't ask, its cheaper this way).
Problem is, they bittorrent all the time and leave us here with a bad connection. My question is, if I install Gargoyle on the WNDR3700, is it possible to limit the bandwidth on the port that the students router is connected to?
And when I say limit, I mean, we have 10Mbps/1Mbps connection, I want to give them 50% of that, so 5Mbps/512Kbps. No more, no less. Simply limit them to some speed and be done with it.
Is what I want possible with Gargoyle?
