And when does Ping turn from OFF to on? Certain load? Or detection of MINRTT classes?

When your downlink utilization reaches 15% the maximum capacity you entered the ACC will become active. Around 2.5Mbps in your case it appears.

The screen shot you posted shows only 225kbps.
