Is it possible to use Gargoyle as a traffic shaper?

I need to assign max. download and upload limits to users, identified preferably by their MAC addresses. Is it possible by means of the QoS functions?

Sort of.

You can set certain static IP's to have different priorities, and the qos will kick in if something with a higher priority needs bandwidth at the same time.

Between that and the quota, you should be covered

You can also assign a max bandwidth to each IP.
