i have a v2.4 741ND too and it's working fine with 1.5.9 as a wireless repeater for months now
27 dbm is the default value so leave it that way if you don't want smaller wifi coverage

http://wireless.kernel.org/en/users/Documentation/iw
run the command
iw list
from the command line after you telnet/ssh into the router
Even though it shows 27dbm, the max output your router can
do is listed in that "iw list" command

https://dev.openwrt.org/ticket/10034
Read that ticket, all the way at the bottom
WR741ND has max output of 17dbm (+ 3dmb for default antenna)
Even though it may show 27dbm, the max it will output is 17dbm
because that is a limitation of the hardware.
IF you have a consumer router - it is highly unlikely it will go
over 20dbm = 100mw
There are some that will output 1/2watt = 27dbm - but those are rare
The more wattage you put out, the hotter the device will run
