QoS not working/DHCP Reservation not working.

So it seems like all of a sudden this stuff stopped working. It used to be fine and I could download whatever while my GF played WoW without issue. I haven't changed anything in my QoS.
Version is 1.5.4. Last time I tried to upgrade it didn't work and I had to revert back.
It's also not assigning the reserved IP for the GF's computer. Each day I think it's getting a new one so that screws up the port forwarding and stuff. My computer seems to be fine however.
I'm not using ACC.
I have the WoW ports set in there own service class which receives a minimum of 700kbps. I tried using a destination IP along with a source port for the ports but that doesn't seem to do anything.
Thoughts, suggestions? Any help is appreciated. Thanks!
edit: I see traffic going to the WoW service class so I know it's *working.* I just can't figure out why her connection starts lagging when I start torrents.

Yes well you might try turning on the ACC since its difficult to make QoS work right without it.

Well I respect that note, but this was working fine for months... months.
I'll read through the ACC doc again, but doesn't that matter if your connection speeds fluctuate? I don't believe mine really do. If I download something it will saturate my 40mbps connection easily, every time.
All I want it to do is ensure certain ports get priority and always have the bandwidth I allocate in the settings.

Either you have congestion or your router's CPU is maxed out. Those are the only reasons that QoS would not be working for you.

I doubt the CPU is maxed. It's a Netgear 3700v2 and I've never seen the CPU load be anything but very low.
I was attempting to avoid congestion by limiting my computer's total download speed. Something like 30mbps giving about 10mbps head room for anything else. WoW uses a minimal amount of bandwidth and I figured setting up a class to ensure it had enough would keep it from lagging. Which again, it seemed to work for the longest time.
Maybe it's the bit torrent software. I went from utorrent to qbittorrent recently.
I've enabled the ACC however, so we can see if that makes a difference. If it's so crucial why is it not enabled by default or incorporated into the QoS?

The other thing I will mention is that 700kbps bandwidth setting you have. Just make sure that that this is sufficient because if for example WoW changed for some reason and now needs 800kbps then you will have lag there.
You might have the the GF play when the torrents are not running and see that is it using well under 700kbps.

I did and honestly that was one thing that annoyed me about Gargoyle. I was looking at the QoS distribution, or Bandwidth distribution, and it was giving me KB per minute, not second. So I had to do the conversion.
The highest usage I saw was around 300KB/minute. And that was during a boss fight I think. That's actually only 5KB/sec which is roughly 40kbps.
I've got some things to test out and the ACC is up and running, so we can see if that makes a difference.

To relieve you annoyance just look at the bandwidth used in the class on the QoS page. It is expressed in kbps.
