My provider somehow limits me

We are using collective connection through Gargoyle router. The problem is our provider is not OK with this and after I had a "conversation" with admin I've discovered some glitches (it takes long time in the evening when load increases to establish connections with sites). The other problem our provider is monopolist in our sector and now we do not have and option.
My question: can admin do such thing? Is that hard to implement? How can we bypass this?

Not sure what you are asking?

What is collective connection? Is that a website?

It is entirely possible for your provider to slow down internet access
at certain times of day or night and/or possibly restrict / slow access
to certain websites, etc.

Since all your internet goes through your ISP, they have full control
over what you can/can't do unfortunately.

I don't think there is a way to bypass this - not legally anyway.

The problem was (and is): provider limited number of connections (about 400) per IP with ipfw on freebsd.

Sounds like there is nothing you can do about this using Gargoyle.
This is your provider's restriction and not Gargoyle's.

The only thing you can do on Gargoyle is to implement the same restriction of 400 connections through your Gargoyle router... but I don't know what purpose would it serve for you.

You can set it inside Firewall -> Max connections
