Off peak and On Peak Usage

Similar to the thread before me, I have a home network with 5 users (im a super and heavy user and I want to be able to download what i like)
everybody else must be restricted.
although i have almost unlimited download off peak (12pm to 5am)
so I want to shape everybody on peak (or just set a quota for only on peak) and let them go crazy off peak.
I was thinking i could shape everybody copy the iptables files ect and then unshape everybody copy the files and then set up a scheduler that puts the correct files in depending on time (ie set everybody to unlimted during 12pm and onwards and then at 5am copy the restricted files in)
Would this work? Or would i have to reboot the router every time at 12pm and therefore killing the internet every time this happened?
